Dr. M.A. Kuttappan, renowned Congress leader, was born as the son of Shri. A. Ayyappan and Smt. Kalyani on 12th April, 1947 at Valakuzhi, Pathanamthitta District.

A Doctor by Profession, he resigned from Government Service for active participation in political and social work. Soon he joined the Indian National Congress and worked for the upliftment of the down-trodden and weaker sections of the Community, including Scheduled Castes and Scheduled Tribes.

In 1980 Dr. M.A. Kuttappan became elected to the Kerala Legislative Assembly from Wandoor constituency representing INC(I). In 1987 he was again elected to KLA from Chelakkara constituency. In 1996 and 2001 also, he won the Assembly polls, representing Njarakkal. During 1996-2001 he was the Whip of Congress Legislature Party in the Assembly.

Dr. Kuttappan was the Minister for the Welfare of the Backward and Scheduled Communities from 26.5.2001 to 29.8.2004 in the Ministry headed by Shri. A.K. Antony. As a Medical Practitioner, he had served previously as Tutor, Paediatric Surgery in Medical College, Alappuzha from 1973 to 1975, Assistant Surgeon, Kerala Health Services from 1975 to 1980 and Medical Officer, Cochin Port Trust Hospital from 1983 to 1987.Dr. Kuttappan has served also, at different times, as Member, Khadi and Village Industries Commission, Southern Railway Group ‘D’ Recruitment Board, and Calicut University Senate.

Besides, he has been the Secretary, Bharathiya Depressed Class League and Chairman, Congress (I) SC and ST Cell. He was also a Member of the KPCC executive.

Smt. Beeby John is his wife and they have two sons.
